The Mayweather vs. Pacquiao Debacle: Setting the Record Straight
by Paul Magno on December 31, 2009

Today, Manny Pacquiao ended the debate as to whether the Fight of the Millennium between him and Floyd Mayweather Jr. would ever take place.

Pacquiao officially filed a lawsuit in the Nevada federal court against Floyd Mayweather Jr., Floyd Mayweather Sr., Oscar De la Hoya and Richard Schaefer for defamation of character.

Turning back is likely not an option and it is unheard of for two litigants to enter into negotiation for a fight. As a matter of fact, Pacquiao’s attorney will surely advise against Pacquiao having anything to do with Mayweather and Golden Boy.

Barring a major miracle, this fight is dead.

But as the story continues to be a source of debate among fans and media, there are so many issues that have yet to be fully understood by those debating. I see the confusion as I wander through cyberspace: From Twitter to Facebook to the numerous boxing sites and forums.

Confusion, questions and unresolved issues abound in this story of the mega-fight that never was…Here are some of the major misunderstandings swirling around this debacle and the facts behind the controversy.

Manny Pacquiao is on some sort of Performance Enhancing Drug(s)

First and foremost, Manny is innocent ’til proven guilty and has never tested positive for any banned substance. The Nevada State Athletic Commission has no reason to suspect Manny of foul play and has had no plans to put him under supervision.

Theories abound as to the source of Pacquiao’s abilities, but until some evidence to the contrary is provided, Manny should be treated as innocent of any doping allegations.

Mayweather is scared and looking to get out of the fight by asking for additional blood testing

This is patently ridiculous and pure spin manufactured by the Top Rank camp and Mayweather’s dedicated crew of true haters.

You seriously have to question the intelligence and/or boxing sophistication of someone buying into this line of thought.

Everything Mayweather has done since coming back from retirement has pointed towards his desire to fight Manny Pacquiao. This is THE legacy fight for Mayweather.

Even now, as the fight appears to be dead in the water, it’s Mayweather who is signed, sealed and delivered. He was quick to agree to all terms and even compromise on purse split.

I know the “Mayweather ducked so and so” legend is all the rage these days, but there’s no way it applies to this case.

Random blood testing: Contractual stipulation vs. Commission regulation

The blood testing being insisted upon by team Mayweather is a contractual stipulation and has nothing to do with the rules and regulations of the Nevada State Athletic Commission (NSAC).

The NSAC has their own testing procedures and will enforce them as usual. What Team Mayweather is asking for is testing above and beyond the minimum standard of the NSAC.

As part of a contract sipulation, a fighter and his management are pretty much free to negotiate any terms (that don’t directly contradict state regulations). Glove size, ring size, purse, venue, additional testing, weight stipulations, etc…are all issues worked out between the two fighters and their representatives.

As such, Team Mayweather is well within their rights to ask for additional testing just as Team Pacquiao was within their rights to ask for a 10 million dollar per pound penalty if Mayweather comes in over the stipulated weight.

Of course, it’s also within each fighter’s rights to reject any contract stipulation offered by their opponent.

Steroids vs. other Performance Enhancing Drugs (PED)

The NSAC does a good job of screening for steroids and other stimulants, but it would be unlikely that, in this day and age, such a high profile fighter as Manny Pacquiao could get away with using steroids over a long period of time.

However, it is much more feasible and likely that a fighter could be using other PEDs without detection.

Human Growth Hormone (HGH) and Erythropoietin (EPO) are two banned, yet naturally-occurring substances whose use can easily be hidden from normal commission screening methods.

Manny’s Superstitions and Phobias

This is just plain silly.

The first story that came out of the Pacquiao camp was that Manny had a phobia of needles…until somebody realized that Manny has several tattoos. Then, he had a superstition about giving blood…until it’s pointed out that all fighters have to give blood prior to their bouts to screen for HIV and Hepatitis. Then, Manny has a superstition about giving blood too close to fight night…

Whatever the case, this line of thinking is patently infantile and it does nothing to help Manny’s case.

The U.S. Anti-Doping Agency (USADA) is corrupt and somehow affiliated with Oscar De la Hoya.

The USADA is one of the world’s most trusted testing agencies and has supreme experience in dealing with the finest athletes in the world. They operate based on The World Anti-Doping Code and rules established by The International Olympic Committee.

Whether Oscar De la Hoya has a friendly relationship with the director of the USADA or not, it seems unlikely that the organization would jeopardize it’s status and relevance by screwing over one fighter in one prize fight on one given night.

Mayweather is looking to weaken Pacquiao by drawing blood

From the USADA Quarterly Newsletter:

The amount of blood drawn for the tests combined is
minimal, totaling 9mL (just over one-half of a tablespoon)
and would not negatively impact a normal, healthy
person.

Team Pacquiao’s Counter Offer

Team Pacquiao did offer up a compromise to Team Mayweather’s proposed testing. Three blood tests: One around the time of the kick-off press conference, one no sooner than 30 days before the fight and one immediately after the bout.

Unfortunately, this timing would be meaningless in an effort to screen for HGH and EPO.

HGH must cycle through the system, passing through the liver before being of use to the athlete. HGH’s stimulation of the liver is key in its ability to produce the substances necessary to build strength and mass.

The key to HGH use in boxing is to introduce the substance to the body several days before the event and be out of the system well before the fight starts.

EPO also has to cycle through the body to be effective. EPO, passing through the kidneys, produces the substances needed for augmenting endurance and recuperation. It would also be introduced several days before the fight and be out of the system by fight night.

In the case of HGH and EPO, testing 30 days before and on the day of the fight is about as useful as not testing at all.

Team Pacquiao’s other “compromise” was to let the NSAC decide on the proper testing.

Well, the NSAC already has their own testing procedures and wouldn’t be able to alter them for this fight, even if they wanted. A change in testing would require some serious and time-consuming hearings and investigations. Plus, they have already gone on record as saying that additional testing is purely a contractual matter and not a commission-related issue.

So, essentially, Team Pacquiao’s counter offer was no offer at all…

Ok…so that’s the 411 regarding this mess. I think both parties can (and should) be held accountable for this craziness. I don’t want to hear that it’s all one guy’s fault.

Pacquiao has become accustomed to controlling every pre-fight aspect of his encounters and pretty much forcing his opponents to give in to all of his demands…Mayweather is just difficult, period.

Now, as legal papers work their way through the system, this fight is pretty much a dead issue and now, more than ever, we should be calling for a strong national commission.

In cases such as this, a real governing body would step in and say, “Forget the blood tests and weight stipulations! These are the rules, obey them or we won’t allow this fight.”

Until we get some sort of control mechanism involved, expect more insanity as the inmates continue to run the asylum.

    Finally, some common sense.

Here’s a video from 2005, proof of Manny’s consistency about his reason for feeling weakened by drawing blood from his body, he was required to give blood two days prior to the fight.
If you really understand boxing you know that these guys starve themselves and dehydrate themselves to make the weight limit, and if you’re going to add drawing blood from their body during those days, it would have a definite physical and psychological effect, especially to those who are not used to it, and being from a third world country I know Manny is not used to this. It is not a matter of superstition, it is a fact, that he experienced.
check the video out for yourself.
    http://www.youtube.com/watch?v=m4JrQj19R0U
Now, if you put yourself in Manny’s place knowing that you
will be affected by the procedure and could potentially lose because of it, are you still going to do it, if you have a choice not to?
The only solution is for Floyd to get some balls, and compromise.

He’s definitely a scared man, imagine his last fight was with a 36 year old little JMM, whom he was still a little scared, and to make sure he has all the advantage, he came in the fight over the weight limit, and you’re telling me, Floyd is not scared to fight Manny?

The PAC is using good steroids called BALUT. Very undetectable. Google it!

I think Mayweather don’t have any guts to take it. It is not fitting with his pretty mouth.

You obviously do not know the Filipino culture which is vastly superstitious, so before you write anything, you need to research your story….

I want to see this fight, but
I’m glad Manny is standing his ground, many americans don’t understand that for some people dignity and honor is still much more valuable than $30million.
He has nothing to hide so he has nothing to prove.

It’s up to Floyd to get some cohones, and put his money where his mouth is, if he thinks he’s a better fighter.

  • iceman

Mayweather should take 1 or 2 to even out the playing field ! ! !

  • mandestro

you forgot to mention that Pacquiao is willing to do tests, blood and urine. He just doesn’t want it to be taken on the night of the fight or so close to the fight. But he did mention that he is willing to take a test immediately after the fight.

  • Joe

Manny actually has a reason for the blood testing debacle. Manny actually had to give blood two days prior to his 2005 bout with Morales in which he lost. He said in a post fight interview that taking his blood two days prior made him sick and week. He felt he had no stregnth and his punches weren’t packing power. I also thought Mannys view on this was very odd and suspicious but after reading an article about this and a youtube video, I understand now where he is coming from.

  • Akshnjaxn

Im appalled that this is the best biggest most impacting fight the boxing community could produce to really contend with MMA as the two sports are today. This is bigger than Fedor and Brock. This is bigger than MMA period. The potential of this fight to help get boxing back on its feet in the eyes of the general public was huge. Now these infantile politics are corrupting what would have been the boxing match of our generation. Sad, very sad. Boxing needed this, now its not only lost the opportunity but taken steps backwards in teh process. What a joke I say. Who cares which side your on, this is a joke.

  • Jean Paul

Obviously, the author’s opinion is based on the culture he is accustomed at and it is one sided. Understandably, we have to understand the demographics of majority boxing fans, its officials, trainers etc, it’s obvious who they are. Those minority that can see both sides of the argument are virtually silence, whereas, the most vocal will only see it in their own terms, period.
Mayweather jr has its reasons, first, he needs a tactical psychological advantage. The other is his dad’s, unfounded or not, reason to believe pacquiao’s quick rise to the weights has something to do with PED. We cannot discount a remote possibility that Pacquiao, knowingly or unknowingly, may have taken PED from his weight trainer, Ariza and nutritional team experts.
On Pacquiao’s side, obviously, he has superstition built-in his system, its obvious. Well, virtually all Filipinos are in someway superstitious, even the educated elite, it is practically embedded into that 7100 island culture. There are tons of academic textbooks, graduate thesis written on it, primarily in sociological and anthropological studies. Varieties of pre-christian superstitious pagan beliefs are masked within its own version Roman Catholicism.
Now, with PED driven culture in America and money first before pride and dignity psyche, in addition to the demographics of the fans and boxing writers and bloggers? Pacquiao is definitely, on the short end of the stick.
The defamation lawsuit will bring to the forefront of PED effects on boxing, the science of PED cycle into the body and ways to avoid detection. In end result, it will bring a new ways of dealing with PED test in contact blood sport – boxing, MMA, UFC etc

Your saying NSAC is irrelevant and obsolete all of the sudden. All of the fighters does not take blood test except manny. How come not Shane Mosley who admitted taking it? What a shame..

  • PacFan

    To The Author PAUL MAGNO:

check out pacquiao’s 2005 interview after he lost to morales (youtube, pacquiao interview with dong puno). there he was complaining about how they took his blood for testing 2 days before fight night and how it affected him. pacquiao is consistent all this time with his reason for now wanting blood testing too close to fight night. it is NOT JUST PLAIN SILLY on the part of pacquiao, he had a bad experience with it in morales1 and he said it in 2005!

maybe if it were you it’s ok, just take the damn random test anyway you’ll earn $40 million but unfortunately you’re not manny pacquiao.

if pacquiao gives in to jr’s demands because of sr’s MERE SUSPICION (his basis is “how could manny be still so fast while bringing his power up the higher divisions”) then how could you stop pacquiao’s dad accusing floyd of being on PEDs because “hey, how come floyd’s undefeated he must be on PEDs”. Then what’s stopping pacquiao from making unreasonable & absurd demands like 1. we should fight in 10 feet by 10 feet ring. OR 2. we should use strobe lights during the fight because a Philippine doctor told manny that PED users can be caught using strobe lights…. use your imagination.

  • smaldona

if Mayweather really wanted this fight why did he start making such ridiculous demands? He has never asked any other fighter to undergoe these types of tests, why is he doing it now? Either way, I’ll never watch a Mayweather fight again unless it’s against Pacquiao or at least Shane Mosley. I hope other boxing fans do the same.

  • Pacman

Everybody’s right about accusing Pacman of using PED’s and HGH without any proof the it is also right to accuse Golden Boy and the USADA of corruption!

  • Pacman

It is alright for other people to accuse Manny of using PED’s and HGH without evidence then it must be alright for me to accuse that this writer sucks Mayweather’s cock.

  • uppercut

filipinos are the friendliest people on earth. yet, give them a bad stare and it might cost you your life. the filipinos are a proud race and we are not anybody’s doormat. to ask manny pacquiao to prove his innocence despite having no evidence to the contrary is an insult to him and his country and is an attack to his integrity and to all what he has accomplished.

everybody is asking why would pacman wants to forego 40 million dollars for a stupid blood tests. to wonder why is to fail to grasp where manny is coming from. to pacman, pride and respect can never be reduced in terms of dollars and cents. pacman came into this world with less and he could live with what he has now,, thru hardwork, he managed to earn the respect of the world and floyd just attempted to take this away from him because of his jealousy. and i guarantee you, because of this, there will be hell to pay.

  • Cubano

Manny has not said about superstitions or fear of needles. What he was saying is his experience of blood letting prior to the first Morales fight. What’s wrong with blood test right after the fight? Its too obvious, Mayweather is scared of Manny. His addict father has advised him not to fight with Manny. Then they said with or without steriods, he can beat Manny. They are just plain crazy.

  • http://kamaongbato.com sigfredo

I recall a story about Pacquiao related by an old trainer in a Manila gym after the first Pacquiao-Barrera fight. The Pacman who was then a skinny kid was a new recruit but, to everyone’s surprise, he was beating the hell out of adult sparmates. Annoyed by the kid’s swagger as he blew away bigger and older men, the trainer and other old-timers decided the kid should be put in his proper place: they called in the gym’s most capable professional fighter(not known to Pacquiao) and told them to spar.
You guessed it: the scrawny Pacman buried the unsuspecting guy in an avalanche of punches.
Pacquiao’s size is deceptive. De la Hoya, Hatton, Cotto probably sized him up, saw his slight physique and maybe thought they could take him out by sheer physicality. Those who accuse Pacquiao of taking PED should view his fights as a teenager to understand why he is unafraid of bigger men.
This pride thing is not unique among Filipinos. Americans grow up insulting each other at every turn: it’s nothing to them. But to Orientals, a slight on one’s honor, unavenged, makes a person lose his face for life.
What’s a ton of money if you’re seen as a coward for not trying to defend your honor?

  • saijin

Floyd knew that he will be pulverized that’s why he wants Pacman to be weak on the fight night!! Experts said that Gayweather shoulder block will be useless against Pacman 5 to 7 combos!!

  • http://none vic a. endriga

i agree the fight is good as dead because in the first place floyd had no intention at all of fighting pacquiao. he was only out to discredit him. but sorry for him, his family and the golden boy bosses. they won’t easily get away with their grossly irresponsible and baseless accusation.
pacquiao was right in not agreeing to the kind of random drug testing floyd wants because it was not found in the rules of the game stipulated by various boxing governing bodies and athletic commissions.
it could not be part of the contractual terms because it involves the police or regulatory authority of the various state sports commissions. fighters like floyd has no business legislating the rules of boxing. there should only be one set of rules for all fights.
what can be agreed within the level of negotiations involving the fighters and promoters are those matters like purse split, venue, types of gloves, schedule of press appearances and similar nitty gritty in promotional preparations.
the matter is now in the hands of the court. all we need to do is wait for the judgment as to who is right and who is wrong. some people may loss more than $40 million in this court battle. watch for it!

  • http://pacland RAHSBOY

TO Paul Magno. The title of you article is incorrect! Your views are leaning more toward Floyd. Hence, it’s subjective and biased.

  • Devildog

Often the party that changes their story is the guilty party. And no I’m not a mayweather fan just wanted to see this figh materialize as a boxing fan. Just seems to me that tooany excuses and to my surprise not by mayweather. If mayweather had asked for this 20 years ago I might had dismissed it as a silly request, but in a day and age where performance enhancers have been used ndetected by many athletes, in my opinion the Nevada commisioner should reconsider the way it tests the fighters. Pacquiao fans I know this upsets you but you guys keep defending a person who consistently is changing their story I mean Floyd as much as I dislike him agreed to use the glove size pacquiao wanted agreed to the demand of 10 million dollars per pund above 147. Imean seriously come on.

  • Reno

I would say that you are a big Mayweather fan trying to put all the blames to Pacquiao of the derailed mega fight. You mentioned that HGH and EPO could be introduced several days before the fight and be out of the system by fight night. How could it help Manny during the fight when the benefit of such has no more effect? It is a foolish argument and justification of insisting olympic style of testing. Obviously it is Floyds game plan prior to and during the fight.

  • http://pacland RAHSBOY

Contract is not binding and enforceable unless the parties put their signatures. Pac offer of 3 blood works is enough concesssion. Why Floyd’s team insists on the “Random” method smells fishy to me. Pac attributed his 2005 loss to Morales to NSAC blood works done 2 days prior to his fight with EM. Paul, do more research before you brand Pac’s action as superstition.

  • nelson

You are absolutely right mr. writer. we should not blame both parties for the death (shall we say) of this fight. Had both parties just stick what are the requirements of the governing bodies, these conflicts may not arise. But they (both parties) elected to go beyond the rules of the governing body therefore, conflicts are likely to derail the fight. However, since there are defamatory and libelous acts, then these (defamatory and libelous acts) should be brought in a court of law and be punished/sanctioned in accordance with the law.

  • FighterforJC

Paul Magno is a certified idiot. I pwned this guy so many times it’s not even funny. He’d resort to editing other people’s posts if he can’t win an argument. Against me, he can’t. Paul Magno is a homosexual, not that it matters.

  • http://pacland RAHSBOY

USADA is not perfect. Just look at what happened to Jamaican athlete A. Powell last 2008 Bejing olympic. Add to that is ODLH golf buddy head of USADA. who knows? I’m not implying anything, but this connection alone must have alarmed Pac’s spiderman senses. Another mistake, like, lost medical record or whatever? then more blood works? since the suspicion is on Pac, then the blood tests most likely would have been done more on Pac than Floyd. Thank God Pac didn’t bow to the pressure.

  • ALON DY

this article favors Floyd Jr., This article really sucks! Random blood testing would only mean 9ml blood? It would intervene your preparation to the fight because any time of the day there is no limit of getting the blood sample. We want to have limit. In fairness to both fighters, they should come up mentally and physically prepared. If one will loss this fight, there’s no excuse to who’s the best fighter in the world. your article is one sided! this must be deleted asshole!

  • Paul Magno

    @blackjack

Per the USADA’s own handbook, We’re talking about less than a tablespoon of blood to be drawn throughout the random testing period…In the case of Pacquiao and Mayweather, we’re talking about two blood tests that BOTH Mayweather and Pacquiao will undergo.

The USADA has supreme experience when it comes to world class athletes and has been performing its duties without compromising the athletes’ performances for years.

And please consider that Manny HAS made demands of his opponents…Demands that actually have opened the door for demands such as Mayweathers’.

  • Paul Magno

    @Jean Paul

I find it extremely offensive to lash out at American culture for this debacle and the negative press that Pacquiao has received of late.

It’s not about taking the money and running…People are upset because the Fight of the Millennium is being canceled for what would turn out to be a minor inconvenience.

  • floyd

Random blood testing would not only mean 9ml blood? this writer doesn’t know calculation

  • Paul Magno

    @RAHSBOY

You used the example of Jamaican sprinter Asafa Powell….

Why would a Jamaican be tested by the UNITED STATES Anti-doping agency? The USADA had nothing to do with Powell.

Actually, in Powell’s case, he agreed to voluntarily take part in an anti-doping project sponsored by the International Association of Athletics Federations (IAAF) so he was tested double the normal amount by the IOC and the IAAF…

per the USADA standard procedure, there would probably be no more than two random blood tests within the 30 days prior to the fight…and about a half tablespoon drawn in total.

Even if Oscar is friends with the director, To think that the USADA is going to risk their entire existence in order to swindle Pacquiao against a fighter that isn’t even signed to Golden Boy is ridiculous…

  • http://pacland RAHSBOY

Flod even bragged in public that he could whipped Manny with or without steroid. Then, why he insisted his random doping tests? Asking for fairness and level playing field, yet he was intentionally came overweight agains Marquez? His actions defied
    all notions about fairness!!

  • Paul Magno

    @Reno

Please look into these substances and find out for yourself. HGH and EPO stimulate the liver and kidneys respectively to produce an artificially high level of certain naturally occurring chemicals. They have to pass through the liver and kidney to do this.

As all would know from basic physiology, the liver and kidneys are the body’s filters and the last stop before being eliminated from the system.

In order for HGH and EPO to have the desired effect, they must be already cycled out of the athlete’s body…

  • Paul Magno

FighterforJC was eliminated from a forum that I run for the constant use of racist and homophobic language…yet he considers himself some sort of Christian!

if i am a fighter and i’m offered $40million paycheck in just one night of battle, why would i make things hard for the fight to take place?????

why would i demand a NEW WAY OF TESTING in a $40m paycheck fight, something that i’ve never done before on all of my previous fights, even to those where i only earned a million $ or less ????????

if i’m really idealistic and believe that my sport, after so many decades, needs a NEW METHOD OF TESTING, should i just demand it later on a lower paying bout and just take this $40m paycheck fight???????
    or
if the NEW METHOD OF TESTING that i want is preventing me from getting into that $40m paycheck fight, should i just let go of that NEW METHOD OF TESTING,take the fight, collect my $40m, and just demand that NEW METHOD OF TESTING on my next, low paying bout?????

    …UNLESS…

UNLESS I REALLY DON’T WANT THAT $40 MILLION FIGHT!!!!!!!

now, if i really don’t want that $40m fight, how can i spin everybody’s head so that it would not look like i’m ducking the fight????

  • http://pacland RAHSBOY

Paul, put yourself in a boxer’s shoes. Once you enter that ring, one vicious lucky punch can end your life. I can understand Pacs position to be suspicious of any demands outside the norms of boxing rules and practices. Not even when they dangle 40$m in front of me. PaC got more than enough money already.

I’LL STIR THE CROWD, PUT THEIR FOCUS ON THE OTHER GUY, TAUNT AND PISS HIM OFF UNTIL HE WALKS AWAY, AND I’LL SLIP MY WAY OUT BEHIND!

spin your head, people, spin your head!

….and don’t look my way. keep your focus on that other guy on why he doesn’t want to take the NEW METHOD OF TESTING that i demanded him to take!

spin your head all the rest of your foolish lives!

AND I SEE YA ALL IN MY NEXT FIGHT WITH A NEW GUY!

Urine random sampling is enough, blood is unnecessary. Look it up and do your research and one can find a wealth of information stating that urine samples are as good if not better than blood samples.

  • guest

as long as that NEW METHOD OF TESTING is imposed, i’m safe from that other guy. he’s not going to dignify a demand that is based on malicious insinuation nor is he stupid enough to take what he’s not required to take. so i can hide behind that NEW METHOD OF TESTING for a while until everybody stop their heads from spinning.

now, i can think about my next opponent, somebody that i chose myself instead of being chosen for me.
